The rape occurred on Nov. 22, 1989, but went unsolved. It was recently reopened by the Fayetteville Police Department’s Cold Case Sexual Assault Unit after the sexual-assault kit was sent off for DNA testing.

McNeil was already being held at the Cumberland County Detention Center on unrelated charges.

Detectives took him before a magistrate at the detention center Monday to serve him with the latest charges, the release said.

He’s being held on a $400,000 secured bond.

The arrest was made possible because of a national grant.

Anyone with information regarding a sexual assault case more than 5 years old is asked to contact Detective R. DeShields with the Fayetteville Police Department at 910-580-3016, or to call CrimeStoppers at 910-483-TIPS.
